In the same way that companies frequently offer interest-free travel card loans, you can offer a similar deal for staff to buy commuter bikes, and perhaps you could talk to a local bike shop about special prices for both bikes and service.
Many companies offer employees a cycling mileage allowance, just as you would to employees using their own cars for work purposes. Up to 20p per mile is allowed tax free by the Inland Revenue, and there is nothing to stop you offering even more if you're prepared to pay the tax on it in the interests of encouraging cycling.
