Thanks Charles, I did realise today on further observation that the grate is merely upside down. But no, I didn't take it on myself to try to correct that. No good deed goes unpunished, after all!

Still upside down this morning (2 Feb 2012). No reply from TFL. Pathetic. You would think London's solicitors would be more interested in protecting their client from liability.

Oh my god. Only in London would it be a reasonable solution to this problem to pack some asphalt into the upside down drain cover!

I only got a glimps of it the other day, but I believe this has now been wholly replaced! Hey, maybe the system does work.
