Kulveer Ranger, the Mayor of London's director for transport policy, will speak at the LCC AGM on 19 November 2008.
Before his appointment earlier this year, Kulveer was a delivery manager of the Oystercard for London in 2003.
He also led commercial negotiations on behalf of the Secretary of State to support the King’s Cross redevelopment and the procurement of a £70m Thameslink station.
